- Winter-averaged, capped, flat, or uncertain sewer billing needs review. We do not assume immediate savings on those charges.
- Estimated reads and missing months are flagged rather than guessed.
- A complete 12-month average is different from a partial-history average. Fewer bills are fine for an initial review, and 12 files do not necessarily mean complete coverage.
